The Vandals Took the Handle is a side quest in We Happy Few, it can be found during Act II in Lud's Holm.

i'll need to make a water filter. just a tube and some charcoal and a cloth ought to do it

Walkthrough[]
The player has to craft or find a Water Filter in order to fix the pump, it can be crafted using a Metal Tube, Cloth Scrap and Charcoal.
Once crafted, the player can head to the pump and attempt to fix it.
Unsurprisingly, Sally fails at her repair job. And while that ends the quest, it enrages the wastrels, who insist she did it on purpose and wanted the parts.
They'll go into combat and attempt to kill Sally in retaliation.

The Vandals Took the Handle is one of the oldest quests in the game, implemented in the Early Access 27755 build of We Happy Few.

Those poor people. Their pump doesn't work. Some vandal seems to have taken the handle. Maybe I can make a new one with some bits of metal, and duct tape. There's really nothing you can't fix with duct tape. And then we could all use it.
They're not exactly mechanical geniuses, are they? They tried to fix the pump themselves by jamming a pipe valve into the handle part. I think they'll like their new handle better. Oh, and I've got a shiny new pipe valve.
Walkthrough[]
This is an essential quest that has to be completed in order to cross Blenheim Bridge, which leads to Lud's Holm. It provides both a Pipe Valve and the blueprint for Pump Repair Kits, which are required to fix the bridge.
The blueprint could be found right next to the three Wastrels hitting the broken Water Pump, on top of a giant pipe.
Upon crafting the Pump Repair Kit and using it on the broken Water Pump, it'd be replaced with a functional Water Pump. The player also got a Pipe Valve in their inventory to be used on Blenheim Bridge.
Changes[]
During this point in development, some of the side quests had a random chance of appearing in the world. This quest, along with the bridge, is among the ones that had a possibility to appear in the world.
At some point in time, Sally became the one involved in the quest line instead of Arthur.
