Rupert Underhill was a council worker who was stationed at the Motilene Distribution Node on Barrow Holm (referred to as Station 4).

In late September 1964, Rupert's colleague, Theodore Miner, began to suffer from Joy intolerance. This made Theodore paranoid and visibly agitated, which caught the attention of Rupert. Rupert would report Theodore's behaviour to Chief Engineer James Watt on 28 September, and ask to have Theodore reassigned. On 4 October 1964, James, unaware of the severity of Theodore's situation, would tell Rupert that staff shortages meant that Theodore couldn't be moved anywhere, and would leave Rupert to handle the situation himself.

By 6 October, Theodore's condition had deteriorated drastically. Rupert would pen a response to James, noting that Theodore had "lost the plot completely", and that he intended to return to Hamlyn Village after trying to confront Theodore. This message would never be sent, however, as Rupert would be brutally murdered by Theodore shortly after it was written.

Three days later, during Act I, Arthur discovers his body laying against a Motilene pipe, with an Electro-Lock Shocker next to him.
