Anthony Covington is an unseen wellie and civic works manager in We All Fall Down DLC. Not much is known about him, other then secretly helping General Byng make a profit on quarantined property areas. He also is in charge of the bridge construction at the Victory Memorial Camp. However at some point finds all the workers gone. Meaning either they all went on "holiday" or fell off.
